Thanks Alexander. I downloaded, installed and tested nightly snapshots:
 - http://www.rapidsvn.org/download/nightly/win32/RapidSVN-0.13.0-8251.exe
as well as the release:
Judging by the revision number on the "About" dialogue, RapidSVN-0.13.0-8251.exe
surprisingly seemed to be of an older revision number than 8251 in which your
change was committed - I didn't see any standard svn properties available in the
New Property dialogue in that release. Same for RapidSVN-0.12.0-8256.exe.

So I:
 - checked out a repository
 - copied a file customer-list.xlsx to customer-list2.xlsx
 - right click on entry for customer-list2.xlsx, selected Add recursive
 - right click on entry for customer-list2.xlsx, selected Properties ...
 - click on New ... button, New Property dialogue displayed but no options
provided for the property name.

I also tested adding the property "svn:needs-lock" and then adding another
property, thinking that maybe RapidSVN would remember the previous property
used, but no luck.
