Date and Japanese

Hi,

I am rapidsvn 3 months user.
When Rapidsvn uses Japanese environment, date string seem wrong.
Filename is okay. I think that Rapidsvn assumes ISO-8859-1
encoding for date string.
If rapidsvn treat date time fields as same as filename field. It makes
good result.
