This depends if he uses Apache or SVN Serve. With "SVN Server on Windows" both might be possible and maybe a bit unclear. Use "http://192.168.1.111:9000/svn" (remove trailing slash) instead of "http://192.168.1.111:9000/svn/". Does this solve your problem? What version of RapidSVN are you using?
