configure fails in version 0.12.0 on RHEL5

I can not get the configure to complete successfully. It complains with the following:

config.status:989: error: cannot find input file: build/vc6/Makefile.in

Sure enough I look in the build directory and there is no vc6 directory. I downloaded the tar file from this site, so I don't understand why that directory/file would be missing.

Does it need to be created before I run configure?

Also, shouldn't that only be needed on Windows and not Linux?
