Problem with version counter

Hi

 

I have created a svn server and using rapid svn client

 

However  when I import data into one of the directories the version is
always usually set to about 20 n above and it never sets to 1.

 

I would like to know why this issue rises and solution for this.

 

I would also like to obtain a user manual or something similar to that.
