Hm. Can you try to run "revert" on this file. This shoud reset the file. From here on your should be able to first delete and them commit this deletion. If the revert doesnt do the right thing I would suspect something is wrong with the data contained in the .svn directory of the directory that contains the file (it's a file, not a directory, right?).
