Hello Anthony,
which operating system are you on? On Linux/Mac you have a single config 
file $HOME/.RapidSVN. On Windows settings are stored in the registry.

As for documentation, manpage or online documentation: you are invited 
to improve and contribute, it's open source and relies on this kind of 
input.
