You need:
svn-win32-1.6.16_pdb.zip contains the debug symbols
svn-win32-1.6.16_dev.zip contains the headers and libraries
svn-win32-1.6.16.zip contains the binaries

The resulting tree is all below "svn-win32-1.6.16" and you need to set 
the environment variable "SUBVERSION" to this directory (absolute path). 
Dont forget to restart Visual Studio after setting the variable.

Would be great if you noted your steps to create RapidSVN using the 
binary subversion so this can be added to the INSTALL file (since 
apperently the old info there is outdated).
