If that were the case, it would be associated with another team provider and then Eclipse will not give you option to share it with another one. Since you do not have Subversive installed, you do not have its Team menu options. That is my best guess. If you see the Team > SVN preference page, and the SVN Perspective, try checking out a new project and see if it works OK.
