We do not publish svnClientAdapter anywhere other than as part of our
Subclipse packaging.  So it exists as Eclipse/p2 plugins but nothing else.

It is your repository, I cannot think of any reason you should not be able
to publish it.  Keep in mind that svnClientAdapter ultimately needs the
adapters themselves to be able to do anything.  Unless you use SVNKit
adapter, then that means you also need native code (JavaHL etc.) at some
point for it to run.
