Log:
Remove outdated text from INSTALL
Windows XP text was added in 2003. Microsoft ended "mainstream" support for
XP in 2009 and extended support in 2014.
The Mac OS X text was added at the same time (in 2003). Removing since BDB
is deprecated.

(IV): Remove complete section
(V): Renumber to IV.
