On the 'utf8-cmdline-prototype' branch: Add test on unicode arguments,
that runs few basic actions with emojis specifying file names, property
names, and log message.
* subversion/tests/cmdline/basic_tests.py
(unicode_arguments_test): new test
(test_list): run the test
