* subversion/include/svn_utf.h
  (SVN_APR_LOCALE_CHARSET, SVN_APR_DEFAULT_CHARSET): Restore the relative
   definition order to match the 1.14.x branch, avoiding unnecessary diff
   between the headers.  No functional changes.
