Following up on r1931298, correct the Doxygen documentation markup by
substituting `@c svn_tristate_unknown` with `#svn_tristate_unknown`.

This is consistent with how we reference other `svn_` types and values,
and should render the value as a link rather than just a name.

  (svn_client_checkout3): Update the docstring as mentioned above.
