Remove the build-svn-deps-win.pl script. It currently doesn't work
and CMake/vcpkg is the preferred way to build on Windows.

  Remove, was intended as a dependency of build-svn-deps.pl
* tools/dev/build-svn-deps-win.pl
  Remove
