cmake: Fix `find_package(Python3)` failing with versions of cmake prior to
3.18.

* CMakeLists.txt
  (swig-python):
    Use `Development` instead of `Development.Module` in `COMPONENTS` of
    `find_package(Python3)` for versions of cmake prior to 3.18.
