Log:
Remove the Perl requirement in INSTALL.

* INSTALL
  (I.C.11): Remove the Perl section entirely. Perl isn't a direct requirement
   for building SVN. It's only needed to run APR-Util's w32locatedb.pl script
   for some BDB-related build tasks on Windows (and it seems that the script
   itself was removed from APR's trunk BTW). Other sections affected by this
   change were renumbered as well.
