'~\Tools\xsltproc' failed to start. The system cannot find the file specified

When I try to build run "nant setup" to build TortoiseSVN, I get the error above: 

'C:\Users\~\Deskt​op\Tortoise192\Too​ls\xsltproc' failed to start.The system cannot find the file specified

I go to that directory and I noticed I don't even have a "Tools" directory. Is there something I'm missing? How do I setup a Tools directory with a xsltproc file?
