Snarl and toast notifications

Hi,

I'm spending some hobby time going through all dependencies of TSVN trying 
to update them.

I'm currently looking at Snarl/SnarlInterface. As far as I can tell, the 
Snarl project is effectively dead:
- Searching the web I find several domains supposedly serving the project 
that no longer exist (getsnarl.info, snarl.fullphat.net).
- The SourceForge page (https://sourceforge.net/projects/snarlwin/) had the 
last update in 2014.
- There is a GitHub project (https://github.com/fullphat/snarl) which seems 
to have made a new release in 2020 but there is not really .

Does it make sense to keep the Snarl support? The cost of keeping the code 
is of course negligible but it is a dependency to an EOL software.

(If we keep it, we should update the documentation in 
source\en\TortoiseSVN\tsvn_monitor.xml with a working link).
