This question is probably not for the [email protected] mailing list -
this is about the Subversion software itself and not about the ASF's
Subversion server. However I will try to give you some answers and pointers
which will hopefully help you in the right direction.

First of all: The link above works for me, with the caveat that I'm using
https:// instead of http://. Have you tried to do an SVN checkout? What
error message do you get?

The ASF Slack seems to be invitation only, see
https://infra.apache.org/slack.html. You could probably send a message to
[email protected] if you cannot access the Subversion server (as long
as the error message clearly isn't something within the Subversion
software).

Derby's download page (https://db.apache.org/derby/derby_downloads.html)
still seems to list releases so you should be able to get the latest
release from there, if you don't need the full version history. Old
releases are available from ASF's release archive:
https://archive.apache.org/dist/db/derby/
