floating report button in SOS 4 P3 history form

There's some good news and some bad news (it's not really that bad, just 
a cosmetic problem). The good news is you've made the show history form 
resizable. The bad news is the report button is anchored to the form 
background and does not move when the form is resized. Also, I would 
apply some minimum width and height as I think it's kind of useless to 
be able to resize the form so that I can only see about 3/4 inch of 
titlebar... <s>
