We don't think there's a way to mirror a sourcesafe database. This would be 
a question for Microsoft technical Support.

SourceOffSite provides remote access to a SourceSafe database, so your 
users anywhere in the world could work on the same repository. There's be 
no need for mirroring  in that case.
