Color of toon edges is not working

for some reason the damm blender sites are all screwed up. can't log
in can't change password when I try to set up a new account it never
sends me a confirmation email so if anybody can get to the damm
developers let them know that the color on the toon edges doesnt work.
you can change the color but it always renders out black. running on
windows xp HP 512n 256 megs RAM Intel 8610 graphics onboard. 1.8
smelleron Processor. It doesn't work in the 2.40 prerelease and also
doesn't work in 2.37a Thanks
