If you want those features, do your modeling in Catia and export a
file format that blender can read.
I'm a Solidworks and Autocad user in my daytime job. I understand your
feature request but I don't see the need for such precision, in
blender. Excessive precision is expenseive in time and resuorces. In
an engineering environment you need a certain degree of precision and
the user needs to have control of that. In an artistic workspace it
has no purpose. As for the cursor feedback on available features to
select, I don't miss it. Select the object you want to work on, go to
edit mode and edit. Again in a solid modeling workspace that feature
is nice but a waste of resources (RAM) in blender. Choose the most
appropriate tool for the task, you wouldn't dream of modeling an
assembly in 3D in Autocad after youv'e been exposed to Catia,
Solidworks, ProE or Solidedge. Don't try to turn blender into a
solidmodeler just because you haven't learned the interface well
enough to be comfortable with it.  You didn't learn to use Catia
overnight. Blender is a truly great 3d mdoeling and animaton tool and
it excels at organic and character modeling and animation. Spend some
time learning the tool and do as many tutorials as you have to to get
there. Once you made it up the learning curve you'll apreciate the
differences, and the wisdom of the interface will become crystal clear.
