If you're looking for a simple and cost-effective traditional 2D animation system, perhaps even the freeware version, check Project Dogwaffle (assuming you're on Windows). Actually even on Mac, with Parallels (assuming a MacIntel and a Windows install CD). I just ran it on a MacBook Pro and it screams. Anyway, drawing frame-by-frame, or with animations loaded in a brush to paint over another animation or video clip or even to do filters across a frame sequence, with keyframes to change the parameters... PD can do that. There are several versions, some freeware 1.2 version, a $39 PD Artist (PD Particles doesn't have animation), a $59 PD 2.1, then $97 PD Pro 3.5 and the latest $119 PD Pro 4. The usual upgrade paths and promos for the justreleased v4 too.
