Video Editing Tool

Hello all...

Whats a good program for video editing??
Like i have a avi video and want to cut it in half in 2 files.. or 
merge 2 files into one.. that kind of stuff.
I know blender has a built in editor, but I dont know if its capable 
of doing that kind of stuff.
Anyways, if blender can do that, can anyone point me to a few 
tutorials?? If not, whats a good program??
