When u work with weight paint, go to edit mode after every bone area is
defined and check the selection groups, (deselect all the verts before try
this, with A key) choose the group u was working at and press the select
button, if the verts that appear selected do not belongs to the area u want,
then u can select only these unwanted verts and press the remove button.

I always try to go to edit mode and select the verts I really want to be
deformed by the bone, when u assign the verts in the edit mode u assign the
verts with a weight valor that u can change manually (by default this value
is 1, the maximum value), and than i go to weight paint and and with the
Vgroup button pressed I can change the influence in verts only in the verts
that I choose previusly.
