From my past Googling on Cinepaint I'm guessing that you probably know as much about the scope of these projects as anyone and are therefore the best person to judge where time should be allocated. I think maintenance and stabilization are the way to go for Film Gimp. The goal would be to have something useful out there to attract people to the project.
