gbr brush format bumped

As the OpenEXR Half change required changing of all the brushes I bumped 
the version by one to 4 of the gbr file format. Thus the 16-bit float type 
gets a new meaning.

The brushes, like the Nagel Series 1, are simply converted to OpenEXR Half 
precission.

Nethertheless CinePaint-0.22 provides no means to convert or correctly 
load old brushes with the RnH 16-bit float format yet. If it is needed 
please let me know.

Please consider using the generated brushes as well. They can be easily 
created by hitting the 'New Brush' button in the brush selection dialog. 
The nice thing about generated brushes is, they can be changed on the fly 
with the dialog called by the 'Edit Brush' button.
