I dont know much about the ports. Gettext (0.14.5) builds with libintl, so 
I would expect it to be installed in the port version too.
 
What does find say?
$ find /sw/lib | grep libintl

Is the path where a libintl is found set for the build (-L/path/to/lib)? 
You can use the CFLAGS, CXXFLAGS and LDFLAGS variables on configure time.
