As I can not say much about Ubuntu, possibly they omit CinePaint during 
the UFRaw compilation.
I'd recommend to grab a recent UFRaw tar ball and build against a 
installed CinePaint. UFRaw should detect the CinePaint headers, look if 
you have a "cinepainttool" script in your executable path, and create the 
plug-in.

On the CinePaint side (since 0.22) the shipped rawphoto plug-in will be 
disabled in case of detecting the UFRaw plug-in.
