The COPYING files says nothing about public domain. There is no exclusion, like all files shall contain individual licenses. I'd say it is save to assume the first license applies - GPL. For more details scan the directories for a COPYING. They show more about GPL, LGPL (partitially with FLTK clauses, BSD and MIT. I thought the policy is about having a COPYING file applying for all sub directories until a new COPYING file appears. This would be in the manner of a project and sub project license. Probably this is a wrong assumption? As well I can not find a hint to need to write the license into each file.
