Most of your files use GPL version 2 in their header. In the event there are multiple licenses: a) ask the author to change their license or b) note it down (for step 2) 2) Provide a list of which files use which license in your source code. For Debian, they are probably particularly interested in the cinepaint module in cinepaint-project.
