Cinepaint and Glasgow

I'm a veteran coder now focusing on Open Source projects. I've been 
looking for an Open Source image editor that can handle color depths of 
more than 8 bits for a set of historical non-profits to archive 
historical photos.

Cinepaint seems to be a good choice, but many of these organizations are 
already committed to a Windows platform. With many contracts, we have no 
choice but to use their platform requirements. Ignoring Windows is a 
really bad problem.

Your website is very unclear as to the relationship between the current 
Cinepaint, Glasgow, and what the problems are with building a Windows 
version.

Some questions:

* Exactly what is the relationship between Glasgow and Cinepaint? I 
believe (again - website unclear) that the current release of Cinepaint 
is actually the current version of Film Gimp (cinepaint folder in the 
CVS), and that Glasgow is a new evolution written to better build on all 
platforms, including Windows. However, all development docs seem to end 
in 2006 as if the project is defunct.

* The website only says that the Cinepaint Windows build is "broken". 
Specifically, which project (Cinepaint or Glasgow) and how is it 
"broken". Is it just the build, or are there module API problems with 
Windows?

* I created a VC10E (the free version) project that compiles Glasgow 
(with some finessing). The current CVS seems uncompilable without some 
code edits. Is anyone actively developing Glasgow? Are there any Glasgow 
specific development or project docs?

Any help would be greatly appreciated.
