[CinePaint] HDR Question

I am having problems with the HDR process ... lack of understanding probably.

In a typical image (sunset for instance) my raw data histogram indicates
that 90% of the image lies in the lower half of the scale with only a sliver
of data reaching up to the top end.

I had assumed that after HDR treatment the data would be more (much more)
evenly spread .. maybe more like equalization but not obviously so crude or
extreme. What I found was that the post processed histogram was very similar
to the pre-processed one and was still virtually unusable.

What am I doing wrong? I really would appreciate some guidance.
