Did you try to use ubuntu-cvs.sh script available at
http://www.cinepaint.org/docs/download.html ?

Download it to your computer and run it in terminal as a user in the
admin group (usually the first user created during installation of
Ubuntu).

$ sh ubuntu-cvs.sh

Although I did not use exactly this script, I have compiled CinePaint
from CVS on Ubuntu 8.10 x86_64 successfully..
