Yes, but what command-line tool, presumably Open Source, can be used to
produce a TIFF HDR from an 8-bit LDR image?

I am still unclear about what the OP (diffid) desires to
accomplish.  He wants to convert 8-bit video source images,
which are LDR, into a 32-bit FP format.  Such a straightforward
conversion requires no interpolation, but is an HDR format
even appropriate for such a conversion?  The information
in an HDR file is interpreted differently from that of
an ordinary RGB HDR.
