Apparently, this is the first time that you have installed cinepaint
on your system.  The /home/xx/.cinepaint directory does not exist
from previous versions and cinepaint can't seen to create a new one.

You may want to delete (or temporarily rename) any partial /home/xx/.cinepaint
and the start cinepaint again, but this time choose "Ignore" at the
license prompt.  Cinepaint will then start normally.  Then go to
"File --> Preferences" and manually fill in all the parameters and
finally save the preferences.  Hopefully this will create a new
and workable /home/xx/.cinepaint.

Otherwise, I could send a zipped .cinepaint directory containing all the
files that you could just tweak though "File --> Preferences"
to match your system.
