Here is some more information that may be helpful.

I compiled cinepaint with the --enable-debugging option.
The messages after starting are now:

[...]
/opt/cinepaint-debug/lib/cinepaint/0.21-2/plug-ins/script-fu
[1]+  Segmentation fault      cinepaint
wire_read: unexpected EOF (plug-in crashed?)

** ERROR **: ERROR: wire_read_msg failed
aborting...

Also, I tried the GNU Debugger, gdb, to possibly get
some more detail.  Running within gdb the messages
are:

[...]
/opt/cinepaint-debug/lib/cinepaint/0.21-2/plug-ins/script-fu

Program received signal SIGSEGV, Segmentation fault.
0x00002ab00e074860 in strlen () from /lib/libc.so.6

My system is Linux x86_64.

Hopefully, this will help, but no one else has reported this
problem.  Does anyone else on the list who uses an x86_64 
also experience this failure at startup?

I'll see if I can get more detail about this failure.
