The effects of such a filter can be removed using either Fourier transform techniques or deconvolution. Cinepaint has neither of these capabilities. But even if it had, to remove the effects of motion blur would require precise knowledge of the original filter that had caused the blur -- and such a filter would likely be different for each frame.
