I've just reinstalled cinepaint-0.21-2 and opened it using the command
line. The readout is:-

Seems I'm missing a few plug-ins. ./configure says it has found
python2.4 and slocate turns up:-

I'm using Mandriva 2007 with gimp-python installed and, as you can see,
I'm running GIMP-2.3 and 2.3.13. Perhaps cinepaint configure is
confused?
The prime reason for reinstalling was an error
("plug_in_handle_proc_run:ERROR"). I haven't got rid of it but that
only occurs on 8-bit files. I recall sometime back you dealt with a
similar query (8-bit files printing backwards). Not to worry - it's not
important, just something you may care to note.
The layers thing is intermittent and hasn't cause me much concern
