The according lines in libintl.h declare functions, which should be 
defined as macros in CinePaint's libgimp/gimpintl.h . In my systems 
the ENABLE_NLS is defined in config.h and goes into libgimp/gimpintl.h to 
trigger the defines. Possibly the header inclusion is in a wrong order.

I guess eighter the GETTEXT_ macros changed or you have 
gettext not installed, which may silently have become a prerequiste.
