The answer is yes, if I understand your question.

1. Open a new image the size you want the stitched image to be
2. Open each image and cut-and-paste it into position
3. Save image

If you stitch a lot and want an automated plug-in to do it, I don't know 
what's available because I don't usually deal with stitched images. 
Maybe someone on the list knows?
