This isn't really dri related (more xorg). Yes, with "DynamicClocks" you 
can enable the chip to automatically disable some sections of the chip 
it currently doesn't need. I'm not sure how big (if any, the bios could 
probably do that already) the power savings are.
Xorg ddx does not currently support some other features of "PowerPlay", 
for instance lowering frequency/voltage.
