I discovered the issue after searching more on the web. I just had to reinstall libmpeg2. However, now trans coding is failing. I received an error message from avimerge while trying to transcode to xvid4 in an avi container. Two avi files resulted. One only had sound and the other didn't play at all. Other codecs failed also.
