Framerate and A/V sync troubles

I'm having some issues with frame rate and a/v sync=2C and I was wondering =
if anyone knows of a fix.  I have two DVDs that I'm trying to rip=2C and th=
ey are both doing the same thing.  dvd::rip detects the framerate as 29.970=
=2C but if I encode at that framerate the resulting video stutters or perha=
ps more accurately "drags" at very frequent and regular intervals.  If I ov=
erride the framerate and use 23.976=2C the video looks beautiful=2C but the=
 audio falls totally out of sync.  For what it's worth=2C Handbrake detects=
 the framerate as being 23.976=2C and everything syncs up fine=2C but I wan=
t to use XviD=2C not H.264=2C and Handbrake really only wants to use H.264.=
  So=2C has anyone else seen this?

One other small problem=2C it seems like the first time I try to rip the VO=
B files=2C it gets about 2/3 to 3/4 of the way finished and just dies.  If =
I click on the magnifying glass to the right=2C it basically just says "err=
or."  Not too descriptive.  If I try a second time=2C it generally goes thr=
ough.
