It seems that transcode ripping stopped short. (framerate?)

I've ripped a number of DVDs over the last couple of days and every
single one of them has ended the rip with:

The movie has 225167 frames, but only 180348
were ripped. This is most likely a problem with your
transcode/libdvdread installation, resp. a problem with
this specific DVD.

The other anomaly that I have noticed is that on the TOC screen the
framerate always says 29.97, however being here in NTSC-land, we all
know that film-source DVDs are in fact 23.976 and the content is
telecined for NTSC television.

Now knowing what we know about framerates and applying that to the
"stopped short" error message we can see:

225167/180348 =3D 1.24851
29.97/1.24851 =3D 24.00461

So this "stopped short" seems to be an artifact of dvd::rip thinking
that the track is 29.97 frames.
