Check for libdvdcss on startup

I was surprised to find that dvd::rip, while checking for the
existence of many tools when it's first run, doesn't check for the
existence of libdvdcss. Instead, ripping a DVD stalls with the output
to the terminal attached below. Is there a reason it doesn't run this
check or fail with a GUI-visible message?

Apologies if this behaviour is by-design as is documented somewhere,
although I couldn't see it in the docs or FAQ. Also, sorry if this
question falls into the category of encrypted DVD transcoding, which I
know is taboo on this list. I won't be offended if I get no reply :)
