Triage can now be any model, not just openAI

ffmpeg-web PRs are reviewed too now

And a more internal change, while previously the Labels where only changed by the triager
Triager and Reviewer now use unified structures and if a single reviewer runs then that
reviewer sets the labels if a combier runs after 2 reviewers that final one sets the labels
this should make labels more consistent with the message
Previously sometimes a label was set that didnt make sense in relation to the posted message
I think this sort of issue should be fixed
