bug : config version 5.30 == 5.3

hi

I noted a funny minor bug

the current version of the configuration is marked as 5.30

but this is meaningless... 5.30 is a floating point number that
corresponds to 5.3

:-)

this mistake is all over freevo_config.py

and is the reason why it prints:

 Warning: freevo_config.py was changed, please check local_conf.py
 You are using version 5.3, changes since then:
 The changelist has not been updated, please notify the developers!
